What's Happening With the Monarch?

The Public Services Committee (PSC) is overseeing this matter.
đź“˝Jan 21 2022 EOI (Expression of Interest) issued re the Monarch.
“The EOI will not necessarily result in any subsequent negotiations or agreements, but rather allows an exploration of possibilities with input from the community. City staff will review all submissions and provide recommendations to council.”
📽March 28 “...it is believed there is enough... interest in the community and information gathered through the EOI to develop a Request for Proposal (RFP) ... that could be expected to garner viable responses.”

No RFP mentioned.
📽May 24 “One of the eight proponents submitted a proposal which met all desired objectives. Therefore, the City initiated negotiations with that proponent directly. This outcome was clearly stated as a possibility when the EOI was issued...”

The fact that it did not go to an RFP irked a few people but the EOI did say that the City reserved the right
to not go forward with the project
to issue an RFP at a later date
to select someone who did submit an EOI
to select someone who did not submit an EOI

Nothing since June 6, update was to be in Q2.
Jul 11 PSC meeting - update amended to Q3
Jul 25 PSC meeting - no report
Aug 8 PSC meeting - cancelled
Aug 22 PSC meeting - moved to Aug 29.
Let’s hope we get an update soon.
The Monarch has sat idle far too long.
In the Meantime
Make sure any EOI submission is as detailed as an RFP submission as we have seen that the City may skip the RFP process altogether.
